The Queens West Development Corporation (QWDC) was established as a subsidiary of the Empire State Development Corporation (ESDC). It is a partnership between New York State, New York City, and the Port Authority (PA) to remediate and redevelop 74 acres of former industrial waterfront property into a residential waterfront community that will include housing, parks, schools, and a library. The Queens West site spans from Newtown Creek to Anable Basin and from 5th street to 2nd street. QWDC is constructing roads, utilities, and parks, as well as overseeing construction of the area’s schools and library. Private Developers, AvalonBay and Rockrose, are constructing housing. (Stage I and Stage II).

Queens West Development Corporation is a subsidiary of New York State's Empire State Development, under the collective sponsorship of the Port Authority of New York & New Jersey, the New York City Economic Development Corporation, with the cooperation of the Queens Borough President.
